The Lords Commissioners of her Majesty's Treasury have had before Them your letter of the 16th Instant, and it's enclosures.
Their Lordships desire me to state in reply, and for the information of Mr. Secretary Cardwell, that They have also had before Them the despatch addressed by Mr. F. Rogers Bart to the Governor of Hong Kong respecting the Salary which it is proposed to assign, as a temporary Measure, to the office of Registrar of Companies established under the 160th section of the Hong Kong Companies Ordinance.
As it appears to Their Lordships that the nature of the expectation held out to him, the payment which has been made cannot equitably be maintained: but that it is impossible that arrangements of the kind should be allowed to rest on mere oral communications, as appears to have been the case in this instance.
Care should therefore be taken in future to reduce such arrangements to writing at the time at which it is made.
In the reply to this Letter the following Number should be quoted.
